The Obafemi Awolowo University Teaching Hospitals Complex was Appropriated Funds in the 2021 capital Budget for the execution of its projects. Accordingly in compliance with Public Procurement Act 2007, the Obafemi Awolowo University Teaching Hospital Complex hereby invites all interested Contractor with relevant experience to tender for Year 2021 FGN Capital Project.


The execution of the above Project will be subjected to Due Process mechanism which would be transparent to all interested and eligible bidders.


  1. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC), including Form CAC 1.1 CAC 2 and CAC7;
  2. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2018, 2019 and 2020) valid till 31st December, 2021.
  3. Evidence of Pension Clearance Certificate valid till 31st December, 2021
  4. Evidence of Industrial Training Fund (I.T.F.) Compliance Certificate valid till 31st December, 2021
  5. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021
  6. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2021 or valid Certificate issued by Bureau of Public Procurement
  7. Sworn Affidavit disclosing whether or not any Officer of the relevant Committees of the OAUTHC, Ile-Ife, Osun State or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
  8. Company’s Audited Accounts for the last three (3) years (2018, 2019 and 2020);
  9. Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the Project when needed;
  10. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the Project including copies of their Academic/Professional qualifications;
  11. Verifiable documentary evidence of at least two (2) similar jobs executed in the last five (5) years including Letters of Awards, Job Completion Certificates, Final Maintenance Certificate and Photographs of the Project.
  12. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
  13. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized Officer of the Firm.

Other Requirements for each of the projects are listed as follows:

Evidence of having qualified personnel with relevant past work experience in the subject matter where Main Contractor/Supplier executing or having executed a minimum of:

  • In respect of Lot 1
    • Two (2) Construction of Hospitals/Health Centres in the last five (5) years.
    • One (1) COREN Registered Civil Engineer with practicing license valid for 2021
    • One (1) ARCON Registered Architect with practicing license valid for 2021
    • One (1) QSRBN Registered Quantity Surveyor with practicing license valid for 2021
    • One (1) CORBON Registered Builder with practicing license valid for 2021.
  • In respect of Lot 2
    • Two (2) Contracts for the supply of Magnetic Resonance Imaging (MRI) Machine in the last Five (5) years.
    • Evidence of Manufacturer’s Authorization Letter (OEM)

Note that:
Copy of award letters, last interim Certificate of Valuation for ongoing projects and Completion Certificates are to be enclosed.


The Pre-Qualification Documents are to be collected from the Office of Director (Procurement Department) Room 7, behind Administrative Block, Phase I, OAUTHC, Ile-Ife between the working hours of 8.30 a.m. and 4.00 p.m. daily.


The title of the project should be written at the top left-hand corner of the enveloped and should not bear the name of the tendering Contractor.

Completed Pre-Qualification documents must be neatly bound and sealed in two separate envelopes clearly marked, at the top right corner of each of the envelopes with the title of Project. E.g. Technical bid for Lot 1: Tender for Construction/Provision of Hospitals/Health Centres. Name of Lot for which a Company is bidding and address to:

The completed and sealed document should be deposited in the Tender Box in the Office of the Director (Procurement), Room 7, behind Administrative Block, Phase I, OAUTHC, Ile-Ife not later than 12:00 noon on Monday, 14th June, 2021


The submitted Pre-Qualification documents will be opened immediately after the deadline for submission at 12:00 noon on Monday, 14th June, 2021 at the Hospital Auditorium Building.


  1. The Obafemi Awolowo University Teaching Hospitals Complex, Ile-Ife is neither committed nor obliged to short-list any Contractor or to award the contract to any Contractor Agent.
  2. Bids submitted after the deadline for submission would be returned un-opened
  3. The OAUTHC, Ile-Ife reserves the right to reject any and/or all bidding packages
  4. The OAUTHC, Ile-Ife will only recognize and correspond with only authorized officers of the tendering Companies and NOT through individuals or agents acting on their behalf.
  5. This advertisement for invitation shall neither be constructed as a commitment on the part of the OAUTHC, Ile-Ife nor shall it entitle any contractor to make any claim whatsoever and/or seek any indemnity from the OAUTHC, Ile-Ife.
  6. Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency and shall be made available to bidders upon request;
  7. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
  8. Only pre-qualified bidders at technical evaluation will be invited at a later date for collection of tender documents;
  9. The OAUTH is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
